Business-Development Representative for SirenGPS, which with Real-Time Analytics (911 RTA) uses artificial intelligence to detect terrorist attacks, active shooters, and other large-scale emergencies automatically in real time. Primary client base focuses on educational institutions. Presently part time.


Subject-matter expert and subcontractor to advise Federal Emergency Management Agency’s National Integration Center for resource typing within the National Qualification System to meet Position Task Book needs and for preparedness, mitigation and response strategies. Knowledge of and experience with Presidential Preparedness Directive No. 8, current National Incident Management System and Incident Command System parameters. Part time 2016-2018.


Emergency response specialist on U.S. Dept. of Agriculture’s (USDA) Highly Pathogenic Avian Influenza team in Minnesota overseeing cleaning and disinfection of infected poultry premises, June-July 2015. In September 2017, I deployed as a contract senior logistics coordinator with a U.S. Dept. of Health and Human Services Emergency Support Function #8 (Public Health and Medical Services) logistics team for Hurricane Irma/Maria response in Puerto Rico, supporting distribution and allocation of medical supplies and pharmaceuticals. Wrote deployment after-action review (AAR). 


Master trainer and course coordinator for U.S. Department of Homeland Security emergency-management curricula, including conducting vulnerability assessments and applying mitigation strategies with in-class exercises. Served on contract basis with Western Institute for Food Safety and Security at the University of California-Davis, and for University of Tennessee-Knoxville. Part time 2003-2010.


Curriculum developer, planner, trainer and facilitator for a U.S. Agency for International Development-funded project focusing on capacity-building, risk and vulnerability assessment/mitigation, and public-health emergency planning for African and SE Asian nations, part time 2010-2012. Delivered overseas training on site.


Emergency Management Specialist-Advanced with New Mexico Department of Homeland Security and Emergency Management as project statewide continuity of operations planner and held logistics, planning and operations section-chief positions in the state Emergency Operations Center for three hurricanes and presidentially declared-disaster flood response, full time 2008.


Certified instructor for Department of Homeland Security (DHS) and Federal Emergency Management Agency (FEMA) Center for Domestic Preparedness courses offered nationally. Incident Command System (ICS) and National Incident Management System (NIMS) instructor (certified for ICS-100 through ICS-400 and 402). Developed university-level agroterrorism curricula in written and visual formats. Part time 2003-2013.


Subject-matter expert researching and describing best practices for a three-state (Illinois, Indiana and Wisconsin) emergency-response Regional Animal Services Plan. Part time 2013. 


Emergency-management exercise designer, facilitator and evaluator using the Homeland Security Exercise and Evaluation Program. Evaluated USDA/Animal and Plant Health Inspection Service national devolution tabletop exercise held April 19, 2012, in Ft. Collins, CO and wrote AAR. Designed/facilitated tabletop exercise and wrote AAR for 2012 Dane County Emergency Management Animal Disaster Exercise in Madison, WI. In 2014-2016, I drafted and three times exercised the Secure Milk Supply plan for the states of Wisconsin and Minnesota, to facilitate industry operations and movement of livestock and dairy products during the outbreak of a highly contagious animal disease, such as Foot-and-Mouth Disease. Wrote AARs for all. Continuing plans focus on farm and industry biosecurity and continuity of operations plans (COOP). Part time 2012-present.


Technical advisor to Holiday Island, AR, Emergency Preparedness Team as a volunteer and trainer. Part time 2015-present. Evaluated mass-casualty functional exercise for local fire departments and wrote AAR (2017).
